DUTIES:Act as Business Advisor to internal customers; employs business acumen and experience to provide market knowledge, supply chain solutions, and proactive support to business units.Plan and lead negotiation with suppliers; prepare contractual documents.Lead and conduct proposal preparation, and management of highly complex major subcontracts.Manage contract performance for conformance to original proposal.Brief Senior Management as required, attends cadence reviews with suppliers and/or upper management.Responsible for all subcontract products and services on assigned program.This includes managing obsolete parts, production, and on-time delivery.May be responsible for product and service roadmap for future subcontracted product features/enhancements.May provide work leadership for lower level employees.Make supplier visits as required to insure support of program and customer requirements and schedules.Serve as primary contact for subcontractors.Charged with building and maintaining relationship with second level program management and having cognizance over the program s portfolio.Act as official company and contracts management representative regarding subcontract legal requirements, customer specifications and government regulations.Search out and investigates qualified suppliers and manufacturers.Act independently to determine methods and procedures on new or special assignments.Possess broad expertise or unique knowledge and has the ability to use skills to contribute to development of company objectives and principles and to achieve goals in creative and effective ways.Create formal networks involving coordination among groups.Serve as the prime spokesperson for the organization on highly significant matter relating to policies, programs, capabilities, and long-range goals and objectives.Responsible for managing subcontracts which are of moderate risk or complexity or portions of larger programs.Responsible for execution of subcontracts in excess of $50M (total program) with significant subcontract content that represents as much as 50% of the total program value or critical portions of the program.

QUALIFICATIONS:
Previous experience in subcontract program managementDemonstrated ability to develop solutions to problems of unusual complexity which require a high degree of ingenuity, creativity, and innovativenessAbility to exercise independent judgment in methods, techniques and evaluation criteria for obtaining resultsDemonstrated capacity to develop advanced concepts, techniques and standardsExperience developing new applications based on professional principles and theories as well as developing new supply sources where neededAble to live and work in austere environments and under very little supervisionREQUIRED:Education: Bachelors degree in appropriate discipline, and eight years of related experience, or, in the absence of a bachelors degree, fourteen years of related experience.

Security Vetting:
Ability to obtain a Moderate Risk Public TrustLanguage Skills: Must be able to communicate effectively in English, both orally and in writing, with all levels of employees and vendors. Ability to speak Pashto and/or Dari helpful.

Citizenship:
U.S. Citizenship is required for this position.

Medical:
Ability to be medically cleared to serve on contract
